Kill X Smugglers in System Y

So,I took this mission to kill x Smugglers in System Y.
Just in case I also equipped a Cargo Scanner, but now, after 1 hrs and several USS I was not able to got a smuggler. There are always wanted ships, there are also System Authorities, so I scanned the Wanted Ships, killed them, bit the counter does not go up. Do I make s.th wrong=

I seem to have the same with 'kill X traders'.
Taking mission, going to USS... they give me alt offer to abandon it. But screw it, I kill them, and do it over and over again, but mission just expires no matter how many of them I've killed. And ofc no way to turn it in.
 
Pirates can be identified by their module loadout. They will have Cargo Scanners. They also behave pretty obviously by scanning everything in sight and whining about the results over open comms.

Bounty Hunters will have Kill Warrant Scanners, will have a normal name (as opposed to "Allied Security Force" or similar), and will generally say things like "You're clear to go." after scanning you and finding no warrants.

The above leads me to believe that the other types will also be identifiable by their equipment.

I would hazard a a guess that a trader would be a commander in a ship classified as a trading vessel and carrying clean cargo. Having several cargo modules would probably be a good indicator of that. They are likely to be clean more often than not so attacking them will likely result in a crime on you in anything other than Anarchy systems.

Smugglers, I would guess, are more likely to have small fast ships, have cargo scoops, and be carrying illegal or stolen goods.

EDIT:
It should be noted that all these types can be found at Nav Beacons as those serve as the entry points to systems for NPCs. Systems without Nav Beacons will be harder as USS is your only option then.

Just curious. Considering you purchased the cargo scanner, when you scan the other ships, have any you killed had what are typically illegal goods onboard? Like narcotics, battle weapons etc... Maybe you're just killing wanteds who are murderers or pirates, but not smugglers??? I really don't know the answer, just wondering.
 
Hehe, I was a bit stupid with that mission.*face hits desk*
The solution was pretty simple. In a last attempt, I just went to the Nav-Point. And there I found smugglers. After a scan I found contraband in their cargoholds, like Battle Weapons, or Rebel Transmission. Usually, they were smaller ships, like Sideys, or Adders.
 
Go to the nav beacon (not USS or Resource) and do a normal scan of the lone trader-style ships that you see spawning (Hauler, Adder, Type-# Transports). If they come up WANTED, it is almost certainly a smuggler rather than a regular trader, so kill it. You don't really need a cargo scanner at all.

You can also identify smugglers after attacking them by the way in which they complain at you. If they say something about "stealthing my way through a dozen systems" then it is a Smuggler.

Yesterday, I gave up on another one of these missions (sigh). After 2 hours searching USS, Extraction points and Nav Beacons for my 7 pirates, I finally got tired of searching. Only found 2. These missions need to be tweaked; they are simply time sponges.
