Killed assassination target in the wrong sector?

I should preface this by saying I'm SUPER lucky...I found two of my four targets for the day in the wrong sector, and killing them did not fulfill the quest. Then I managed to find them good as new in their proper sectors to complete the quest.

Is this a bug, or an actual thing? SHOULD it be a thing?
 
NPC names are randomly selected form a finite pool, which is why you see the same names popping up again and again.

Your mission target will have "mission target" in their target display.

They acted "in character" for whatever the quest wanted them dead for. It's the correct target, but the wrong sector.
 
The reason it didn't say mission target in the target display is because it wasn't your mission target, it was just an NPC with the same name.
 
The same thing happened to me twice yesterday - assassination targets spawning in the wrong system. They didn't scan as mission targets, but they still talked like they were the real deal - "You die at the hands of a pirate lord." etc.

Given that both times I got to kill the nice, juicy condas with their nice, juicy bounties twice over I'm not exactly complaining.

its a bug. Happen to me I kill the target, tagged mission objective, did not complete the mission. I then saw him again still tagged mission objective. I then jumped to the right system and found him again.
I think the game is spawning the mission target for you but does not register what system that it is doing it but if you kill it it does not fulfil the mission trigger.
