Killing a fleeing assassination target from a vehicle should not incur a bounty

If the target of a legal assassination mission flees the fortified base they were originally in and decides to face you in the open without a no-fire zone to protect them, then no one should complain if I simply blast them with rockets to avoid the hassle of landing and positively identifying the target. The government clearly doesn't care about collateral damage anyways, as in these legal assassin contracts you can just slaughter everyone in the base with no complaints as long as the no-fire zone is respected.
