I will always steer clear of a fellow cmdrs target unless they ask for help. If anyone steals a kill from me they are then fair game....
I propose that there should be a Bounty Hunters code of conduct.
Well that never happened to me before, but if someone did, he/she would be just next on my target list. Simple as that. I'm sure his insurance is higher than what he got from that steal.

A perfectly reasonable response. Of course, you'll have to pay off your bounty if you succeed.
Bounty hunters are not knights. They're out to make money. The only reason to back off a kill in favour of someone else, is a prior agreement, or expectation of increased cost as a result of not doing so.
I'd be more likely to wait till it was at 1% and hit it with a railgun

You're a hard pilot Starbuck... I respect that, but what about if you were struggling against a superior target say a much larger ship and someone came in to assist you, but then they got the bounty what would you do then I wonder...
I've been robbed of 80k-140k Bounties. It's part of the game. Target something else and kill it.
I'd say that If a BH was already engaged with a target and is in the process of wearing him down, then it would be bad form to get involved and steel the bounty.
Anyone doing that should not be too surprised to find other bounty hunters comming after them...
The exception is if the first BH is in trouble
Suppose a solution would be bounty split between % of damage done.
There's no need for any mechanics changes. People can let others do the work and take the prize from them. And people can target other bounty hunters if they feel the desire to do so.
Bottom line, there's no ettiquette other than getting the last hit.
