Kumo Crew is not actually a traditional criminal enterprise and is unrelated to piracy as Anarchy factions actually harm the power. Also using the 10% black market bonus in his control systems actually hurts his preferred factions. Currently he is just another power and Kumo Crew activities consist of hauling fort materials, which are slaves, so he is basically a human trafficker.
Powerplay in general is where game mechanic go to die. Hopefully it will be improved in Beyond as it has a lot of potential.
