KWS bug???

No bug, if they are clean in the current system you are committing a crime by attacking, as far as the current system is concerned.
If they aren't Wanted in the current system (so a Wanted label from standard sensor scan), and you aren't in an Anarchy system, then opening fire on them will earn you a bounty. The KWS is not a license to kill as far as the local authorities are concerned.
Think of it this way: you are in Federation space, scanning a Federation aligned ship. The KWS lets you know that the glorious Empire has opened a bounty on the ship. Obviously you should kill him, but the Federation will take a dim view of this act and will place a bounty on your head.

If they are clean in the system you are in , that is with the exception of in an anarchy system when everything is clean, if you use a kws and see they have a bounty elsewhere and attack them you WILL get a bounty for attacking them when they are clean in the system where you are now.
If you do a basic scan and they are 'clean' in the local system you will become wanted for attacking an innocent no matter what the KWS says. This applies to the major governments as well as minor factions in independent systems.
The only exception is anarchy systems where there is no authority to care who you are picking on so you can kill whoever you like.
