KWS Modification Idea: Crimson Alert

Throwing out an idea in an effort to balance the good guy vs bad guy mechanic.

KWS modification that provides two functions:

1. Alerts authorities of a wanted ship
2. Permit locks the FSD - disabling jumps (low and high)

So scanning would increase response time of security and stop a wanted ship from jumping while in range of the scanner. Once they get out of range, a 15 second cool down.

I'd actually rather put this on the sensors, but that might be a bit OP.

The thought behind it:

Interdict a trade ship. If they're able to scan you, security would respond immediately and the odds are no longer in your favor. This will also help the players that want to play "cop". Everyone states how simple it is to evade a "ganker". This means it's also easy to evade the law. Let's even that out a bit.
