No it doesnt. Bigger, more expensive interdictors only affect the range from which you can interdict. The warping/glitching in interdictions is just that, bugs.

Yeah, sounds like a networking glitch. If this is happening to you consistently, you might want to try Solo mode, see if that resolves it. Solo mode is still 'online' but the only thing that's synced up is the universe meta-data. Markets and such.
