I flew back home this week and didn't meet a single ship before I hit an inhabited system, it appears far less dangerous than when I set out. Was I just lucky?
Uninhabited systems are still clear (at least, for a returning explorer - if you take on missions you can get NPCs actively hunting you showing up there, but that shouldn't be an issue)

Inhabited systems: there's a much wider variety of NPC ships and equipment used to interdict, but most of it's still fairly low end. Interdictions are more common than they were before, but still averaging fewer than 1 per system for me, and they're still mostly not a serious threat (there are bugs which are messing up their aim and weapons power quite badly, though, so 1.4 might be tougher). They're also not noticeably better at winning the interdictions than before, so if you get one in a high-end ship with a high combat ranking, fighting the interdiction is an option.
(So far for me the high-end ships have been Competent or worse, and the Elite pirates have been flying Sidewinders ... flying them pretty well, but it's still a Sidewinder.)
