anyone know why lave 2 is locked off as a permit ?

Most likely the same reason the moon is permit locked. Which is probably 'reserved for future gameplay'

Hm, if i could get to the moon.... is there anything to be achieved besides the Midshipman rank to get Sol permit?

I was really looking forward to lave 2. Let's hope they open it soon.
Annoyingly I've seen missions too lave 2 but you can't do them.

from the galnet article I'd assume you either need to get allied with the three mentioned factions, with one of them, or with the imperial customers?

maybe somebody who has read "lave revolution" knows more?
