Legal issues. Can't pay fine and can't transfer ship.

I have an Asp Explorer in Suhte with a 200cr bounty. I switched ships before paying the bounty. Now I can not pay the bounty at Suhte or at an Interstellar contact in a near by system. And I can not transfer the ship to a different system. My only option is to sell the ship for 25% of the price. Losing 15 million credits for a 200 credit fine is pretty messed up. I saw a post in 2018 with similar issues but no solution.

Instead of transferring the ship, can you fly back to the station where the ship is and switch to the ship there?
 
You can't return to the ship (not transfer it, but use it as your active ship), fly to the nearest Interstellar Factors and pay off the fine there?
 
You can't pay the bounty because it's tied to the ship and not the CMDR. Visit the station where you parked your wanted ship and fly to the next IF from there. Don't pay your bounties to the authorities (=hand yourself in) because that means you go to jail.
 
In the future always deal with your legal issues before leaving your ship, unless you are parking it in an anarchy system to keep as your specialist criminal activity boat.
 
There are loads of options.

As already recommended, get back in your Asp and go pay the bounty at an IF.

I don't understand why you can't transfer your ship, I have more than one ship with bounties and there is a premium.

Or, don't even bother with it. So what if you have a bounty, just avoid the faction that issued the bounty. Or, refit your Asp for piracy and carry on.
