Legal Power Regulators

Yep, crash sites. Must have "degraded power regulators", but there is the occasional one that is in tact. Unfortunately due me, most of the ones I've found have been inaccessible due to terrain. I've only known they were there because of the contacts panel in the srv... 😠
 
Crash or Distress Beacon sites (in Alpha, around 25% of the power regulators you could find there were not degraded); also I've done power-up missions at mining settlements with three broken-down SRVs, so three chances :).
 
I would be careful there.
I had a bug in alpha 4. phase where mission REWARD items actually BLOCKED any upgrade, unlike stolen ones.
I don't know if it's fixed.
I read about it in the alpha. I'm not currently pursuing any upgrade that requires it, but thanks for the reminder.

From Alpha but still valid now. Impact sites only rarely have PRs (you can relogski if you like but that can be dull so up to you - it's not there jus for PRs though so might be worth it).

Basically, if you are squeemish about "breaking the law" but not getting penalised for it (it isn't technically illegal because it's not marked as "illegal" :D) then do what I do in the video above but find an anarchy settlement first (described in another video of mine). If you go in and kill NPCs in an anarchy settlement, it's not a crime on account of them being criminals. You even get some bounties for it. You're literally helping society and getting a PR at the same time.

Doing it this way is a way of getting 1 PR per try. The only way that I know of.

I had 2 power regulators at a ship crash site but they were 22m underground. I have removed components from a crash ship's maintenance hatches without them being tagged as stolen. When I went to take the power regulators they are marked as stolen. So how do you get legal power regulators without having to kill people or steal from somewhere? They should be able to be purchased (maybe from a technology broker) and should not be as scarce as hen's teeth.
Also when you go to a crash site sometimes there are people already there or arrive a bit later. How can you approach them without them shoot at you? There also is a need to be able to legally (no fines etc) bring in prohibited goods (or goods marked as stolen when you took them from the wreckage) that were part of the salvage mission or salvage found at irregular markers and hand them in. I have found stolen/lost goods several times and I took them to a police station to be returned to the owner if they come and claim them (after 3-6months if they have not been claimed you can claim them or otherwise they are auctioned off). The police did not arrest me for having stolen/lost goods. I was thinking of something similar to this.
I would like to play an elite with a range of different missions types (including legitimate salvage) where I don't have to steal or murder or break the law to get further in the game.

You can go to Anarchy Systems to sell or upgrade suits or weapons using Illegal goods I believe.
I think some IND buildings in settlements have SVR parked inside with full PR in them.

I always check the missions givers in the concourse - especially if you're allied with several groups.

I got 5 PRs from one of the mission givers in the concourse the other day by nudging the deal upwards. I was Allied with the given faction though.

Also bartered up a mission reward from 5 Manufacturing Instructions to 10.

PRs might not drop very often from these types of missions but they're definitely there to be taken (legal) advantage of - and worth checking every time you're there if you have the right faction status.
 
BTW, I didn't think PRs need to legal in order to upgrade suits? Looking at OP date, this looks like it was a long time ago! Am sure legality doesn't matter for upgrades any longer...
 
Got two now that I salvaged from a crashed SRV and ship, and one degraded, also from an SRV. Threat 1 salvage missions, no enemies, just walk in, pick up stuff and walk out.

I believe that the PRs are only stolen at the site. Once you leave, they are not marked as stolen. Taking a restore mission and then abandoning it and keeping the PR is not really stealing. You pay a fine of 100,000cr and lose rep. To make you feel better, take the mission and get killed. The mission fails, get fined, keep the regulator. 07

I checked 10 crash sites and all the power regulators are now degraded,not worth the time. Its quicker to do missions.
it was obviously patched so you cant relog and get 50x
 
I picked up a working PR at a small mining complex today - there was only 1 derelict SRV there so I think I must have been quite lucky.
 
I've seen one as mission reward as well.
I once had a mission from a contact that was offering FIVE power regulators as one of the rewards.

I chose the "ask for a lot more" option and got him to go up to TEN power regulators for the reward. This was for a professional assassination mission (target was in a military base).

Sadly I failed that mission (got the target, but didn't make it out alive). Losing that mission was SO painful.

Speaking of crash sites, the only time I’m able to access the regulator housing so far have been crashed nav beacons, or crashed fighters. The SRV wreckage has never been in a state where I can access the underside, just the two rear panels on the back.

It's distress signals you want to look for. Crash sites, as you found out, rarely ever have working PRs.

Mission rewards, taking out live bases, or just start a bunch of restore power missions with factions you don’t care about, and abandon them.

You don’t need legal regulators for upgrades. That was a bug in the alpha.
