I think mission should be less random and more with a scenario. For example you did good smuggling trade, more smuggler should contact you and say something more personal like : "We have heard that you did a good job for X, and we want to hire you to do..."
If you do assination misision, and develop your skill to do it, you should get more assination mission with personnal announce.
Maybe personal mission should be sent directly to you via a message, rather than in main job well.
It would increase immersion a lot !
