Less strict untargeted Friendly Fire

So i would like to just throw out the suggestion that if you are in a engagement say in a high rez site, if you accidently clip a friendly pilot that you are not targeting and you only hit their shields and apply NO hull damage, it should not incur a bounty and or hostile actions against you.

I find it really weird that the faction im helping, and have a maxed rep with, will not shoot on sight, because they flew between me and my target, and i only hit thier shield, and i now have a pitiful 400 credit bounty.

it depends on how hard you hit them though ... they are less forgiving if you hit them with a huge plasma accelerator compared to a grazing hit with a single multicannon bullet
