Yup. Makes no sense to me.

Pretty sure Fdev said they were making C&P easier to understand. This seems the exact opposite of that.

You can be a criminal all you want, but please don't forget to pay your bounties after all your hard criminal work, like any good criminal would do.

Ultimately I'd say the current C&P system is not punitive enough. Yup. It needs to be tougher. A lot tougher. However there needs to be something that rewards the criminal play style. Stations that only let bad guys in and destroy good guys. Equipment only available to people who have been bad guys for ages and have gained sufficient notoriety etc. There should be scanner jamming devices for smugglers that sort of thing. Hatch breaker limpets should be illegal, but if you have access to Captain Blackbeard's Pirate Station of DOOM™ then guess what? Yup Outfitting along with shady Engineering etc.
 
Try going to your local crack dealer when the police are hot on your tail. You think your dealer wants anything to do with you then?

If the police really were hot on your tail, you'd be in the detention centre rather than having managed to dock your ship at a space station. ;)
 
I would think that fences would want to discourage people that are actively being hunted by the law from drawing attention to their illegal operations, so it makes sense to me that a black market dealer may tell you to buzz off if your wanted at that station.

Black markets are a place for criminals to sell illegal goods, not a place to hide from the law. That’s what anarchy systems are for.

With that said I’m actually not opposed to wanted commanders being able to access black markets in stations where they’re wanted, but I think it’s riduclous to only make them available to people that have noteriety or are actively wanted as some people suggest. In fact, I think a commander that’s good enough to sneak into a station with a hold full of illegal goods should get better prices from black markets than someone who gets busted on their way in or wanted and drawing unwanted attention to themselves.
 
Black markets are available if you are wanted IF the black market has not already been closed by the controlling faction.
