Let's discuss RARES!!!!!!!!!!!!!!!!!!!!!!! And how it unbalances Powerplay.

And the meta seems to be to load up a fleet carrier and then offload it in a system. It just seems way too easy to pump an insane amount of merits without lending any balance to the other play styles. On top of that, I have to race Mandalays and Type 8s through Jaradharre (who get to go faster because they spent real money on their ships). Seems like a bit of a creep towards monetization for the sake of victory. I want this to succeed, as I'm really enjoying PowerPlay for the first time.

That is the meta. Everyone is loading carriers and dumping rares. All other activities are an unrewarding waste of time no matter the fact that the gameplay is far more engrossing.

The Type 8 should be available in two weeks. Great, fast ship.
 
First they need to integrate all missions some way into the powerplay progression. For example, on foot assassination missions should grant merits if the target is related to another power. They should they have the ability to earn more by carrying out 3 assassinations in an hour for example to add a time challenge dynamic to it.

Depending on where you gather most merits from, you should have a relevant rank (it just needs to be a title, not its own thing). So instead of Rank 11, if you go there by mostly assassination missions it would say 'Rank 11 - Foot Solider', and by Rank 30 - Assassin, Rank 100 - Super solider etc It would be way more gratifying to invest your activity into gameplay loops you gravitate towards, without being made feel you have to engage in game play you normally find really boring.

Tha'ts more of a 'step 1' idea that I feel should already be in place
 
Fleet Carries had a major impact on trading CGs when introduced. No longer was the availability of goods in the CG system depleting rapidly resulting in longer journeys to source what is required. With a carrier, load at source and jump close to unload.
 
PP2 really does feel like a rares Hauling CG after this short time and it should not.

I am not asking for rares to be toned down. However I would ask to buff the other activities up to that level. Fdev added all these activities to pp2, and options are great. However the merits rewarded for all the different activities are so far apart from each other it is not funny. Just balance them out is all that is needed. For x amount of time, you get y amounts of merits, no matter the activity you choose, within reason, knowing how this community works, that will be a challenge in itself

Something along the lines of rares being a limited, and randomly available merit multiplier for a weekly goal. Just an example.
 
I just dropped off them Jaradharre Puzzle Box's for 3355 merits. One pick up only, sold for 1.4mil cr. (ish) It took me 45 mins. (ish again) Yesterday, in the system Zaporisni, the Warren Industries Settlement, I committed multiple crimes. Murder, theft in front of an NPC, cut open an access panel in front of an NPC, overcharged an access port in front of an NPC, detection of a weapon, reckless discharge of a weapon, carry illegal goods (caught by an NPC) and failed to submit to a scan. I took all i could fit in one trip, downloaded data (no funny multiple dl crap) grabbed from the power play boxes and stole the samples stuff. After I had removed the power and NPC's stopped showing up, the entire settlement executed, 120 merits for an hour of time. (It took a couple of instances to fit in all the crimeing lol!) Unknown amount of bounties that will be paid at my expense. (I'm a tad naughty.)

I dropped off 650~tons and got 30k merits.

Such compelling gameplay.
 
Still sounds better than PP1 hauling...
People don't have to mindlessly follow a meta.
The thing with stuff like this is that you can do it for a week, maybe two. Then you want to do something anything else.
People will likely burn themselves out on that quite quickly.
