Arctic:
This one was super difficult and I took some cues from you. I won't be mad about the walrus in-game, but I prefer the elephant seal in that slot because I think a walrus would be unrealistic. In the end I think this roster is pretty great. Big and small animals, some big-ticket very much wanted animals (ox, wolverine, and walrus), some middle of the road animals (hare, frog), and some unknown animals that people would love (ribbon seal, horned puffin, pine marten).
  • Musk ox
  • Wolverine
  • Arctic hare
  • Northern elephant seal / Walrus
  • Horned puffin
  • Ribbon seal
  • European pine marten
  • + Wood frog
South America:
With a focus on non-rainforest animals. Big and small animals. Two predators, two rodents, a bird, another monkey that could use the brachiation frame, and an armadillo. Also the boa that everyone wanted back in the day instead of the tree frog :p Big-ticket animal is the maned wolf, but I think people will be very taken by the mara, viscacha, and the monkey. They'll also be pleasantly surprised by the rhea and the bear, which are 'similar' to existing species in-game but also refreshingly different.
  • Maned wolf
  • Patagonian mara
  • Spectacled bear
  • Viscacha
  • Rhea
  • Armadillo
  • Howler monkey / Spider monkey
  • + Emerald tree boa
Australia:
Had a lot of fun with this one. The Tamanian devil is the big-ticket animal. Then there's the Eastern grey kangaroo, for kangaroo variety. The wombat and echidna (though I don't care for the echidna because it weirds me out). Then there are two wallabies. Yes, two, because there are many species, wallabies are awesome, and there are never enough macropods in-game. On that note, there's also a pademelon, which is an animal nobody knew they really really wanted. But they do. ❤️ And this would allow for a Tasmania area with a predator and a prey species.
  • Tasmanian devil
  • Red-necked wallaby (Bennett's wallaby)
  • Yellow-footed rock wallaby
  • Echidna
  • Wombat
  • Eastern grey kangaroo
  • Tasmanian pademelon
  • + Frilled lizard
Aquatic:
A manatee~ is the big-ticket animal, of course. This pack will be thrilling because it will contain 100% aquatic animals that never set foot on land. It will contain two birds, a swan and a pelican. Also another otter but from a very different area and habitat. The beautiful sea turtle people will love. And then there are two odd choices that will give people two wildly new animals to care for: the coconut crab which is a giant land crab, and the arapaima which is a giant South American freshwater fish.
  • West Indian manatee
  • Mute swan
  • Australian pelican
  • Sea otter
  • Sea turtle
  • Coconut crab
  • Arapaima
  • + Alligator snapping turtle
Africa:
This one was easy. The last rhino, a giant antelope, a miniature antelope, a bird, baboon, monkey, and the cute sand cat. The exhibit species is the fantastic black mamba.
  • Black rhinoceros
  • Greater kudu / giant eland
  • Dikdik
  • Grey-crowned crane
  • Colobus monkey
  • Baboon
  • Sand cat
  • + Black mamba
Europe:
This one was easiest of all. The quintessential forest animals have arrived, thank you and here you go. I think your Europe animal pack is interesting, and am happy it includes the red deer (credit where credit is due!) but overall I don't think it represents Europe, as you picked some species from the very edges of the continent that have their largest ranges not in Europe (caracal, genet, porcupine). I did pick your gecko species, because why not, I love geckos.
Anyway, here is the red deer, boar, red fox, wisent, a cute little goat, a wild sheep, and yes there's another wolf. Frontier did it before so here is a wildly different looking wolf, a subspecies that looks like the wolves we actually see here in Europe instead of the in-game timber wolf that looks like, well, north American wolves.
  • Red deer
  • Wild boar
  • Wisent
  • Red fox
  • Chamois
  • Mouflon
  • Iberian wolf
  • + Mediterranean house gecko
Conservation:
This one was a bit harder, because I had to search for more endangered animals or animals with a conservation story. The addax, saiga, pere davids deer and tamarin came to mind immediately. I added the douc, fossa, and the lizard. Added the donkey from your list :)
  • Addax
  • Red-shanked douc
  • Saiga antelope
  • Pére Davids deer
  • Fossa
  • Golden lion tamarin
  • Somali wild donkey
  • + Mexican alligator lizard
Cool exercise!

Okay, let's play then!

Arctic Pack
Probably the most difficult one. Excluding whales, there are no real big-ticket animals left in this area other than the Walrus, but it's still possible to come up with a pretty convincing animal roster. A "Cold Climate Animal Pack" would probably be more marketable and more diverse in terms of animal choices, but for the sake of this thread let's go with the regional restriction.
  • Arctic Hare
  • Bearded Seal
  • Mountain Goat
  • Musk Ox
  • Sea Otter
  • Walrus
  • Wolverine
  • Siberian Wood Frog (Exhibit)
Walrus as headliner. Sea Otter stretches the definition of "arctic" a bit, but I think it would work. If there was any way we'd have gotten aviary birds before this one, Snowy Owl would be a must-have inclusion too. Another alternative might be the Canada Goose, but I'm not sure if it would need flight mechanics to really work.

South America Pack
  • Black Howler Monkey
  • Greater Rhea
  • Kinkajou
  • Maned Wolf
  • Patagonian Mara
  • Three-Banded Armadillo
  • Two-Toed Sloth
  • Mata Mata (Exhibit)
I think this would make for a pretty diverse and insanely popular lineup. Excluded the Ocelot and the Spectacled Bear, even though I would really like to see both of them in the game. Sloth would probably be headliner, with Maned Wolf close behind in terms of popularity. Kinkajou as the unexpectedly popular oddball pick Frontier likes to make every now and then.

Australia Pack
Make it an Oceania Pack for variety.
  • Common Wombat
  • Emu
  • Goodfellow's Tree Kangaroo
  • North Island Brown Kiwi
  • Perentie
  • Tasmanian Devil
  • Yellow-Footed Rock Wallaby
  • Thorny Devil (Exhibit)
Echidna instead of perentie as an alternative possibility. Also not sure about two ratites, but I think the Emu and the Kiwi are different enough.

Aquatic Pack
Make it a Coastal Pack and I think this is actually really likely (+ the Walrus if we exclude the Arctic Pack from the beginning). Manatee as the obvious star of the pack.
  • African Dwarf Crocodile
  • Australian Pelican
  • Mute Swan
  • Gentoo Penguin
  • Green Sea Turtle
  • Hawaiian Monk Seal
  • West Indian Manatee
  • Coconut Crab (Exhibit)
Southern Elephant Seal as alternative to Monk Seal.
(Did you really think we'd make it through this total set of animal packs... without another croc? ;))

Africa Pack
  • Black Rhinoceros
  • Gelada Baboon
  • Giant Eland
  • Secretary Bird
  • Serval
  • Shoebill
  • Striped Hyena
  • Black Mamba (Exhibit)
Not really personally excited for another rhino, but I think it would be necessary to sell this pack, since the baboon is probably the only big-ticket star of the rest of this pack. Also battled myself on whether to include the Kirk's Dik-Dik here, but I think two birds are a bigger priority than two new antelopes, and I really want the eland. Gelada as headliner.

Europe Pack
Would include wolverine if no Arctic Pack.
  • European Mink
  • Mouflon
  • Red Deer
  • Red Fox
  • White Stork
  • Wild Boar
  • Wisent
  • Marginated Tortoise (Exhibit)
It was a toss-up between the Mouflon and the Chamois. Also, with this pack we would finally have a total of six tortoises along with mata-mata and green sea turtle, which I think is a number that represents the group well enough. Headliner is... Red Fox? I really don't know.

Conservation Pack
  • Coquerel's Sifaka
  • Cotton-Top Tamarin
  • Fossa
  • Père David's Deer
  • Red Wolf
  • Saiga Antelope
  • Somali Wild Donkey
  • Fiji Crested Iguana (Exhibit)
Headliner is the Fossa.
Two Malagasy animals AND two primates because... why not? And three ungulates because... WHY NOT?
But seriously, I'd really like this lineup, especially from a geographic perspective. 2x Madagascar, 1x Mainland Africa, 2x Asia, 1x NA, 1x SA, 1x Oceania. Yeah, I would love this one.

Sadly no Asian stork is common in zoos, with the most "common" being the Asian subspecies of the yellow billed stork, but hey, SEA building pieces

Arctic Pack - probably the hardest one for me beyond the first couple:
Wolverine

Red Fox
Alaskan King Crab (E)

South America:
Maned Wolf
Three Toed Sloth
Andean Bear
Patagonian Mara

Common Wombat
Emu

Grey Kangaroo
Goodfellow's Tree Kangaroo
Kiwi
Little Blue Penguin
Tuatara (Exhibit)

Aquatic - this one's also somewhat difficult to me:
Hawaiian Monk Seal

Leatherback Sea Turtle
Mute Swan (thinking that aquatic birds would be doable even without flight)
Rockhopper Penguin
Alligator Snapping Turtle
Horseshoe Crab (E)

Africa:
Red River Hog
Crested Porcupine
Black Backed Jackal
Bat Eared Fox
Honey Badger
Masai Giraffe
Shoebill Stork

3. Malleefowl
4. Parma wallaby
5. Short beaked echidna
6. Southern hairy nosed wombat

1. American paddlefish
2. Brown fur seal
3. European mink
4. Giant gourami
5. Red tailed catfish
6. West Indian manatee
7. White breasted cormorant

Painted stork is quite popular in Zoo’s at least in my region :)

Black storks live in Asia. This species have 3 different populations, but still is monotypic. One group of 3 i mentioned live in east and southeast asia and migrate to india.
Unless you want stork with whole species being only in asia borders.

Painted stork

Yes there are painted and milky storks in captivity, there are 10 holdings in the EAZA, 4 milky, 6 painted.
Meanwhile there are 49 holdings of the yellow billed stork from africa, so while i wouldnt mind the milky or painted, it would feel like a weird choice in comparison, similar to the formosan black bear or an asiatic lion over an african one.

For the black stork, yeah i wanted to pick one that feels tropical, and maybe thats because im europran, but its like a white stork for an africa pack, theoretically correct but feels kinda wrong

So the idea is to just remake all the packs as if they were animal packs? Also are "flying" birds allowed?
I think some of packs are pretty good in their animal selection so a lot of the animals would remain the same for me, but here it goes:

Arctic:
  • Caribou
  • Musk Ox
  • Arctic fox (releasing a slot in the NA pack)
  • Polar bear
  • Dall's sheep
  • Wolverine
  • Snowy Owl (if not King Either)
  • Exhibit: idk

NA animal pack: i would just change the prairie dog and the arctic fox (since in my case it is included in the arctic pack from the start)
  • Alligator snapping turtle
  • Bald eagle (if not possible then the turkey)

South America:
  • Jaguar
  • Giant anteater
  • Llama
  • Capybara ( i think this one should be part of SA animal pack, and so there is another spot for the Wetlands pack later on)
  • Maned wolf
  • Howler monkey
  • Scarlet macaw (if not then Scarlet ibis)
  • Exhibit: Red eyed tree frog (one of my favorite exhibit animals in the game)

Australia:
  • Red kangaroo
  • Queensland koala
  • Emu
  • Platypus (releasing another spot in the wetlands pack lol)
  • Cassowary
  • Perentie
  • Wombat
  • Exhibit animal: blue tongued skink (i like it, sue me)

Aquatic pack:
  • Spectacled caiman (instead of cuvier's, even though is visually more interesting i think the spectacled caiman is more useful)
  • Asian small clawed otter (this is just a swap, i think the giant otter should be in the Wetlands pack... even the map that comes with that pack is situated in the pantanal region so it makes more sense)
  • Grey seal
  • King or emperor penguin
  • Marine iguana
  • West indian manatee
  • Brown pelican
  • Exhibit: Mata-mata turtle

Africa pack:
  • White rhinoceros
  • Meerkat
  • Secretary bird
  • Mantled guereza
  • Red river hog
  • Grey crowned crane
  • Fennec fox
  • Exhibit animal: Chameleon or cobra

Europe pack:
  • Fallow deer
  • Eurasian lynx
  • European badger
  • Alpine ibex
  • Lammergeir (if not then the cappercallie)
  • Red fox
  • Wild boar
  • Exhibit: fire salamander

Conservation pack:
  • Pzrewalsky's horse
  • Pere David's Deer
  • Sumatran Rhinoceros
  • Siamang
  • Scimitar horned oryx
  • Black footed ferret (or if birds allowed the phillipine eagle)
  • Amur leopard
  • Exhibit animal: axolotl

Wetlands pack:
  • Giant otter
  • Mandarin duck
  • Red crowned crane
  • Asian water buffalo
  • Roseatte spoonbill
  • Nile crocodile
  • Nile lechwe (or waterbuck)
  • Exhibit: danube crested newt (i like it)

And i would leave the SEA pack as it is :)
