level 2 detailed scans vs level 3 detailed scans??????

I just looked at my exploration status. not much compared t o you guys but..... Anyway I moved down to scans and it said 52 level 2 scans and 0 level 3 scans. what is the difference and how do I do a level 3 scan??? I do basic scan of star and click t he detailed scanner. then either move on or go do a detailed scan. what am I missing?

I think level 3 scans are broken - but I may be wrong.

if you don't have detailed scanner module it registers as level 3

I'm pretty sure someone's tested that and it's not like that.

According to Michael Brookes it's supposed to be:
level 2 = basic scans
level 3 = detailed scans

but obviously that's not what it is currently showing.

The best fit for the evidence I've seen is that what is being displayed is actually:
level 2 = detailed scans since the 1.1 update in February
level 3 = detailed scans before the 1.1 update in February

ie they are both showing detailed scans, just from different times.
