Hi I got to level 2 this week after reading here and another form . I understand more but still .The nomations thing still do not understand that. Can someone please explain that process, also is itnormal to lose 200 merits the first time you make a level?

You use the nominations to prepare a system for expansion. See the Cycle Priorities post at Reddit for recommended systems to nominate.
You lose part of your merits each week because of merit decay, it's not caused by rank promotions.

Hi, if you are talking about merits then you loose half of what ever you have earned after every Thursday after 7am. You earn your wage for that week next Thursday after.
