WIKI says "a commander can sneak into a command centre and grant themselves a legitimate level 3 security authorisation for the entire settlement at one of the terminals". How do you do this? I thought you have to scan a person dead or alive to get the authorities?

What you can do is to turn off the authority scans which will open all doors without requiring access level. However, this in itself will typically require some basic access level or the use of an e-breach.
