It seems like it would be more realistic if the module size and class of the life support module determined how many people could be on board.
I noticed passenger ships require large life support systems and that makes sense but other ships that are intended to carry cargo have smaller life Support modules.
A T9 heavy has a size 5 support while a Beluga Liner has a size 8.
So a T9 could carry passengers but if the T9 wanted to provide atmosphere for just the crew, it should be able to fit a smaller one to shed a few tons of weight. The T9 would not have the capability to carry the number of passengers that the Beluga Liner can though because a size 5 is the max.
I propose that the life Support module provide real benefits in terms of max occupancy.
