I’m not sure how many FC owners actually need the whole features of the current FC, which is technically a jump-cable mini station with no local factions.
At least I’m using my FC just as my base of operations (a moving garage with useful services), not a private enterprise platform.
For the CMDRs like me, I suggest a new type of FC, which is smaller, more personal and has limited features (and cheaper than Drake?).
The suggest “light” carrier has:
And most importantly, the light carrier should be handled as a volatile, more POI-like object.
This means, it is not shown in the system map, and can be removed from the galaxy if the owner is not logged in and no CMDR is interacting with.
(Well, I think that the Drake-Class FC’s station-like behavior mostly comes from the availability of the services like shipyard and outfitting, where some strangers are allowed to store their belongings..)
In addition, it may also be possible to make these light carriers less “privileged” than the full size FCs from the beginning,
and the pilot’s federation can disallow these light carriers to jump into some “jammed” systems.
I forgot one thing. Of course, the “one carrier per one CMDR” rule also should be applied to this quarter carrier.
If not, well, this new one may double the number of carriers…

- smaller number of landing pads, for example, 1 large, 1 medium and 2 smalls.
- limited installable services, for example: repair, refuel, armory, UC, VG, and redemption office only. (NO commodities market)
