Limpet Controller Caps Reversed?

I decided to try some mining today after having not done so for a while, and noticed something weird on the outfitting screen: a class 5 Prospector controller could launch 6 limpets at a time, while a class 5 Collector controller could only launch 3.

Isn't it supposed to be the other way around? I very much seem to remember being able to launch more Collectors than Prospectors with similarly-sized controllers. To make sure it wasn't just an interface bug I went out and actually deployed some, and sure enough my class 5 Collector controller could only launch three limpets. Anyone know what's going on here?
 
Prospector controllers have always controlled more limpets than collector controllers.
Why someone would want to use a class 7 prospector, I don't know. Class 7 collectors only control 4 limpets, which is a stupid waste of a 128 ton module slot.

I tend to stick to a single Class 1A Prospector and use three 5D Collectors in my anaconda or two 5Ds in my Python. (The main reason is that the 5As weigh 32t each and the 5Ds only 8t each)
