Limpets - They're legal?

I've just been browsing the guides forum and a thought struck me. I have never used a Hatch Breaker Limpet Controller, but afaik one still needs to replenish the limpets via the station munitions facility. That, to me, is crazy for any non-anarchy stations. These are not defensive items, whereas all the other munitions items can be argued to be bought for defensive (ahem!) purposes. The only way that limpets can be used is in illegal practices, i.e. piracy. Surely, for non-anarchy systems, they should only be available at black markets. Why would the cops allow them to be sold openly in supposedly policed systems? The same applies to the actual HBLC module, but if that is sold without ammunition I guess we could make a case for traders just exporting it to other systems (and so we wouldn't need to 'break' the game's outfitting method).

Cue excuses that ownership of limpets does not automatically denote that they will be used...

N.B. Don't forget that in the UK (or England & Wales, at least - not sure about elsewhere) one can be nicked for "going equipped".

If I've misunderstood the situation, please put me right.
 
limpets were legal, then someone at Frontier thought along the same lines as yourself and they were changed to being illegal everywhere.

Then they were changed back.

Logically they should be illegal, but piracy is in such a poor place compared to everything else that they must have decided making them legal again was the least they can do.

The same limpets will be used to collect cargo in 1.3, so if anything should be illegal it isn't the limpets, but the limpet controller module.
 
Well off the top of my head, if your wingman has a malfunctioning cargo bay, you could help him out by siphoning off his cargo, complete the trade, and all share the profit.
