Link sensor grade to ECM / Chaff resistance

Like it says, higher grade sensors should allow gimbals, turrets and missiles better resistance to chaff and ECM. A grade sensors should be noisier and give the player a greater radar profile (since they are emitting more energy) but at the same time counter 75% the effects of chaff.

Lower grade (and thus lower profile) sensors should offer less countering to chaff but also be better for smuggling as your ships energy profile is lower since your radar is working at a lower power.

Right now higher sensors do very little more for their money other than range, and are a wasted opportunity for better tweaking potential in outfitting.

The changes above could really open out stealth and smuggling, as well as combat.

Lastly, if you change the scope of the RADAR it should increase the radar energy output- thus, to minimise your ships heat / EM profile you must lower your range. You sense less, but you become cold and dark to others.

EDIT: also, higher grade sensors allow you to target subsystems- B grade and above, for example. Below that and its the ship only.

I like the first half of the suggestion. 75% is a little much though. With more sensitive (better rated) sensors, chaff should absolutely light up your panel and your tracking weapons should freak out.

I don't like the second half. You're not emitting any less energy, you're just zooming in. The resolution is the same, you're just looking at part of the picture.

I like the idea of the last sentence, but I don't like your execution. It's just a little gamey. I think you should be unable to see or target subsystems unless you complete a cargo scan.
