What is a zoo master plan?

The Oregon Zoo describes it as :

A master plan also narrates the story of the zoo's plans for the future. It describes the zoo's vision and goals, the purpose and intent for each facility, and includes a budget, sequence and timeline of construction projects that will bring the future vision to reality.

These master plans are usually documents with detailed maps of plans for the zoo’s future and could be nice reference material on how you would like to design your zoo in Planet Zoo.
