We just need to think about possible restrictions in order not to make life unbearable for pirates. For example, information on the whereabouts of only updated at the time of docking and player should have sufficient rank in the empire or federation to access this info.
I think the game will be so much more interesting, and the idea fits well with the Powerplay concept.
