Powerplay List of systems that cannot participate in PP 2.0?

Some populated systems do not and cannot participate in PowerPlay 2.0, such as ShinDez:

Is there a list of systems that don't, or a programmatic (EDDN) way to tell? It is not all Permit systems.
This is for my tool where I must infer Acquisition status because the game does not write that information to the journal (it only writes Unoccupied for Contested systems; other Acquisition systems are None and are thus indistinguishable from out-of-range systems).
 
So far as I can tell:
- all systems where the permit is currently unavailable are exempted (see https://forums.frontier.co.uk/threads/permit-locks-and-how-to-get-them.604384/)
- there are only five systems where the permit is available which are exempted, the rest seem to be allowed
- I've not found an exempt inhabited non-permit system yet but obviously can't rule that out. Still, systems like Colonia which have limited BGS exemption but no permit are also not Powerplay exempt (not, in that case, that it really matters)

There is unfortunately no way to determine this from EDDN data that I know of and I'm having to make some unfortunate compromises in my own tools as a result.

The five available-permit exempt systems are:
- Shinrarta Dezhra (obviously)
- CD-43 11917 (CQC)
- HIP 54530 (permit only made available relatively recently as part of the Jupiter Rochester storyline, maybe they forgot to enable it?)
- Hodack (??)
- Nastrond (??)
 
Also seems some systems with hand-placed lore are exempt (maybe?)

HIP 12099 (Jameson / Stack), HIP 15329 (Stuart Retreat) etc.

Edit: Or they're just too far out
Edit2: Ok - Alnath, Hermitage (also an INRA bases) - so maybe I'm not insane

Edit3: As Ian pointed out - complete rubbish - Nervir is a populated system with an abandoned base and is in PP
