Little confused on torpedoes. Ammo count question.

Coriolis here suggests that the torpedo has a reload time, which to me kinda' implies a small torpedo rack carries two missiles. But in game, each tube only fires one, and carries only one?

At 12,000 per shot, these are perhaps the single most impractical weapon in the game. They really have only one use - to be modded with Reverberating Cascade for Pvp/Griefing.
