Has anyone else noticed the guards who live in little sheds and cupboards in various buildings around the settlements? Some even have roomy "garages" of their own (but featureless inside).
Normally the doors are tightly locked shut, but when the alarms have been sounded (even if later turned off) sometimes the doors pop open and the guards will shoot anyone who passes.
Weirdly they're usually sealed away with no other means of entry, so goodness know how the guards attend to bodily functions for most of the day.
If you go in and kill a guard, the doors will slam shut as soon as you leave the cubbyhole.
Weirdly, even in a criminal settlement, the guards will be squeaky-clean with no bounties. I think they may not even be on the Staff List, and I don't think they appear on Contacts on your HUD.
