It isn't, they announce the streams on all their socials, and there's a schedule posted here on the forum every Monday since what feels like the beginning of time now:

Yes, the stream starts in a few minutes - at 16:00 UTC (or currently in-game time). They will be saying something about update 14.

It's been said many times that they stream at the same time every 2 weeks (it's this week) unless a special occasion means it needs to change. They also mention the stream in this week's Discovery Scanner (posted on Monday). So I find it easy to know when these streams occur.

Frontier didn't want to spoil the surprise by telling you about it beforehand

All weekly streams are listed on a Monday and Elite Dangerous is included in that list (after Frontier worked out it was their product and put it in).
