Livery at any station

It's not a big deal in the bubble, but this can kinda suck for explorers. Livery is only available if the station also has outfitting. If the station lacks outfitting, the livery button is red and not selectable.

If you're out exploring the galaxy, it can take days to get to the nearest deep space outpost, only to discover that it doesn't have outfitting. Most of the asteroid bases out there don't, so you have to locate one, and potentially travel quite a bit further. This is worse on the east side of the galaxy where there isn't an equivalent of the Colonia Highway, and the asteroid bases are all tucked in close to the bubble.

Additionally, when you buy items in the Frontier store, they all have one of these notices:

Purchasing a paint job in the Elite Dangerous online store allows you to use it in-game via any star port station services.

I think you just found a good reason to have space legs and do EVA missions.
