I have Grade 4 Access with her but all that offered is an armor upgrade. There's a message that says out relationship needs to grow more, but I've spent a ton of materials already getting to grade 4. Going up to grade 5 isn't going to make other engineering options appear, I assume.

Do you have a ship equiped with the other things you want to upgrade? If not have you switched the tabs to show all the engineering possiblilties instead of the ones you can engineer for your ship right now?

3 upgrades of the current access level will get you to the next. Liz Ryder only does missiles and torpedoes over G3, so buy some missiles, do your 3 G4 upgrade and sell them after (or whatever).
This^. You'll only be shown upgrade options for stuff actually fitted to your current ship...
I'm a schmuck, thanks fellas. I was in my ship for transporting the mines, didn't even think about not being I'm the ship to be engineered.

The simplest stuff can be the stuff that gets away on us most easily.
I definitely did not land on a planet only to find my SRV wouldn't launch, then take a 1200 ly detour (to purchase the SRV I thought wasn't launching because I didn't purchase it when I bought the module) only to eventually figure out I had an SRV the whole time but had turned it off due to power constraints.
