Newcomer / Intro Liz Ryder invite mission in Horizons 4.0 takes me to Brashear Arsenal in Ninabin which requires Odyssey DLC?

After selling exploration data to the Eurybia Blue Mafia, I got the Liz Ryder invitation mission. It sent me to Brashear Arsenal in Ninabin. That planet has an atmosphere and requires Odyssey. I'm playing Horizons 4.0.

How can I get a mission that requires Odyssey when I'm not playing Odyssey? Granted, I should have looked closer at the planet info in the system map, but I would never have guessed that this would happen.

I hate to say the "b" word, but since the last update broke permit unlocking, I have to ask: Is this a bug, or is this intended behavior?

P.S. In Horizons 4.0, if a planet is not landable, the blue circle around it never shows up. The blue circle did show up on this Odyssey-only planet and I was able to approach and go into Orbital Cruise. When it hit the "Drop" part, it would say "Dropping too close" and drop me to normal space. After the 3rd attempt, I was approximately 20 minutes away, so I decided I'd just boost until I got there. After awhile, a message popped up saying: "You must have Odyssey to land here". Maybe I haven't tried to land on Odyssey-only planets in Horizons before, but I've never seen it act like this.

It's a bug that has plagued Horizons on and off ever since Odyssey was released - the mission board doesn't know not to generate missions targetting Odyssey settlements.
