PvP Loadout advice for 2xC2, 2xC1 arrangement

I've been analysing the past PvP experiences in my hull "tank" DBS to try and come up with a better loadout. I tend to +1 on fights on the side of players being interdicted, or gank in a CZ/res. Since I fly without shields and the DBS can't pack a great deal of defence against module damage without sacrificing hull, I favour quick engagements.

I've seen a lot of evangelism for rails and plasma accelerators, and certainly the PACs have worked out well for me. However the rails? Not so much, especially not for feedback cascade rails as the vast majority of ships I encounter field biweave shields, and rely on quick regen plus hull/module reinforcement to survive. Even with super penetrator rails, their performance in my hands has been questionable. People pack so much module reinforcement that super pen, especially (or perhaps because of) on class 1 hardpoints is underwhelming. For example last night I was +1ing against a Clipper and lobbed a good number of slugs straight at the powerplant at 3km but didn't do much.

This has led me to evaluate the worth of my c1 super pen (long range ofc) railguns and to seek an alternative. I have also considered switching my PACs for imperial hammers and really doubling down on module damage, as perhaps the c1 aspect of my super pens has been the problem.

Before I throw out the tub with the bath water though, I thought I would ask other pilots for their recommendations.

I'm thinking I'll try a pair of small beams with thermal vent and see how they reduce my heat. Would be sweet to stay in SR with them but there's got to be a catch...
 
So I had a go with 2 c1 LR thermal vent beams and the results were stupid. In true Elite style the description of thermal vent's effect is dangerously misleading - with SR engaged you do NOT get the benefit of heat dissipation. In fact, the guns appear to "miss" and over heat you extremely fast. With SR off I got my heat down to 2%. Of course. Who would expect consistency in this game?
