Local inforcement are totally 'dumb' - should they be more 'human'?

I don't get why the repuation system is so basic. Aren't there suppose to be some sort of perks to being in good repution with the local faction and/or major power. Okay I know you get some extra jobs on the BB.

So while I was flighting alongside the empire and local faction in a extraction zone with a lot of 'independent wanted' factions - I went from neutral to friendly and then to allied.

I would occasionally shoot someone who was showing as 'red' but the scanner hadn't finished showing them as wanted and so I got a 400cr fine. Then shot to bits by the local inforcement. Or if one of the local inforcement got in the way and clipped by my beam laser, I got a 600cr fine and then shot to bits.

I did read somewhere that depending on your rep you would get a warning - I just get shot to bits.

There is no difference in reaction from neural to allied. Should there not be some 'allowance' for the fact I'm allied. Like a cooldown or similar.

Also there are quite a few odd instances where a NPC will show as red but clean. Then get shot to bits but the local inforcement. Also after killing a NPC his buddies also went 'red' and one started shooting me. I scanned them and showed as clean. I shot them and then all the local inforcement turned on me. How can the NPC shoot me and not get a fine?

All seems very 'dumb' to me. What about everyone else?
