Do you mean an open radio channel, system wide?
I can't see that would be a good feature to add at all. Many players like myself would just disable immediately rather than hearing the random crap that people would use the channel for.
Saying that, you should be able to hail a random CMDR without being in a wing or having them on your friends list.

You can, bad part is many don't notice the COMM's so wouldn't see the hail to accept. I also agree many woud just imediately turn off a "local voice comm's" too.
Oh thanks for letting me know. Is that something newish? I am sure I tried it back around when Wings were released and couldnt find a way to do it. Can't say I have tried it again tbh.
No idea, when wing's was fixed in GPP(it was for around half of the GPP) through Xbox there was a "request voice comm's" option under friend's or local CMDR's option's when you clicked on them..
This kind of this was in fable 2 iirc.
I remember it was around the time the original kinect was released on the 360 (sooooo....maybe fable 3 then im guessing?) and my missus would sit there watching me play....we heard all kinds of crazy stuff!
Half the people didnt relise their kinect mic's were on, you didnt see the "player" but an "orb" with their xbox live pic running around, when you got in close proximity, you could hear said mics if they were enabled.
Omg im naked atm and my parents will be here in 5 minutes, will you get changed.

Jokes aside, that was in the starting town and there were HUNDREDS, i couldnt imagine similair in lave or during community events. Hell even people i know who were unfortunate to get the console version of elder scrolls online without text chat hate this feature.
