Make one yourself with Basic discover scanner & detailed surface scanner or use galaxy map to look for systems that have Extraction listed on them and asteroid belt.

You can mine the rings of any ringed planet, you don't need to go to an extraction site. In fact it's actually advisable to not mine in them as they will be crawling with pirates.

The innermost ring is usually where all the good heavy metals are found.

Hoping I'm not making any dumb suggestions that you've already tried (still quite new myself), but you've a number of options:Check the system maps for nearby systems via the galaxy map (target system and it's one of the buttons that comes up).Some system data may already exist for that system and if it contains belt clusters you can definitely mine them. They tend to be very close to the system's star - quick trips, and good light to work in. Planetary rings can sometimes have an extraction site waypoint that you can drop out at to mine. Just make sure you're mining on the daylight side of the planet, mining in near total darkness (even with my ship lights on) and with nothing else in sight was a near-on creepy experience. Also, I could be wrong but planetary rings tend to have less metal content. The system data should also tell you if a belt cluster is rocky, metal rich or metallic - metallic afaik tends to contain the more valuable metals.If there's no info for nearby systems, you'll need to explore first hand - take a discovery scanner into the system and start mapping it. Yep look for Extraction economies and ringed planets that are resource-rich (and especially with resource-rich rings) in their planet descriptions.

I just go to an Extraction economy system and check the Nav system when I get there - there's always someplace they're extracting from, by definition...
.
There are certainly not Resource Extraction Sites at every ringed planet... icy rings for instance don't sound like good places to mine...
