Does anyone know where (other than Founders World), I can buy a Cutter?

I have two questions:
1. Is the ship stock limited? So if I cannot find a ship at a hightech world, is it possible it is currently out of stock?
2. Do planetary stations have shipyards? So far I haven't found one.

so far there isnt, think we checked almost all the empire stations that we could find with eddb, the best i found so far was an anaconda and a clipper...
so now im checking patreus, 10% is better than nothing

EDIT: Found it at Eotiensis, Parkinson Dock, 208.969.451cr, should have 10% discount since its Denton Patreus
