Lock the Build UI open

had a quick look round and a search, not been able to find it. Maybe I am using the wrong search terms.
Is there a way to lock open the build toolbar at the bottom of the screen ? If so, how ?
Any help would be nice
What do you exactly mean?
Like when you close the "edit building" window the bottom build toolbar remains open?
I don't think there is an option for that.
