soooo I have locked blueprints, but I've researched everything

When you say "everything" do you mean the researchable Themes or ALL research?

Could be a wind turbine or a shop facility that's not researched yet

Hm, i can only suggest to try it in Sandbox mode and if it is placeable there.

Other than that, to get to the bottom of it, could you provide some more details?


One last thing, just a hunch, what kind of blueprint is it? DOes it contain Exhibits?
Might be an exhibit with a preselected (but empty) species that's not available in the game mode?
If it's in Career mode, might be limitations to the scenario.

Seems to be a bug! I've had the issue, that I couldn't place a blueprint I JUST made in the same park! So there simply can't be something in it, I haven't researched yet.
