locked blueprints

I've downloaded a few blueprints from steam and some of them are locked. I know this has been posted about before but I'm beginning to think it's a bug because I've had self-created blueprints locked in the zoo I created them in.
I've got all workshop items researched and enough animals to have most enrichment items unlocked but still there are blueprints that I have never been able to place, or blueprints that I have been able to place that are suddenly locked for unknown reasons.
Does anyone else have this problem?

Well „most“ enrichment items is not „all“ enrichment items. You can try putting the blueprint down in an empty sandbox game, delete all enrichment items, save the blueprint under a new name and try it again in franchise mode. That worked for me in most cases

Blueprints are also locked, if you can't afford to build them, AFAIK.
How is your cash balance?

Thanks for the feedback folks, I'll try Gasaon's idea that might solve my problem. It's a bit strange that a blueprint I'd just made wasn't able to be placed in the same zoo though, it was just a basic small habitat, nothing special about it and dirt cheap so money wasn't the issue. Still, I'll see what happens in sandbox.

Oh and in career they locked too as far as I know.

I have the same problem. First I've noticed this on workshop stuff, some habitat blueprints were unlocked, some locked and at first I thought that it's a problem of stuff not unlocked. But the moment I've to build an enclosure for my bears in Franchise mode saved it as a blueprint to copy and it was locked I knew something else is a problem.
Definitely not research, as I've built it on my own with things unlocked. Not a cash problem, habitat cosh 9k, I have 220k on my account. Also not a problem on Franchise mode locking every habitat, as some of the ones from workshop are unlocked. I've even tested if animals inside are not a problem, but not.
Earlier, in career mode, I've built a workspace and saved it as a blueprint and a shelter and those are fine.

Yeah it was the enrichment items that stopped me placing many of them, I reserved it in sandbox mode and all worked after that, hopefully people uploading will stop saving the enrichment items to solve this.

There is a bug, definitelly. I've just made a new zoo in career mode, created most basic habitat with just food, water and shelter. Saved it as normal and blueprint is locked.
