Locked scenery INSIDE park boundaries. This should NOT be a thing..

Sandbox mode, Tropical map, there's a big cluster of trees right where I am trying to make a lake, this is ridiculous. Why on earth would there be locked trees INSIDE the borders of a park?!?

Why? Because nobody is perfect.

This has been reported repeatedly.
I'm sure it will be fixed in the next update.
