I've had several occasions now where I've experienced a crash or disconnect at a settlement while I'm looting the place, only to log back in and find myself standing, wanted (or if not wanted, with an inventory full of stolen goods) in the middle of a pathway - with the alarms back on and the guards respawned.
I've managed to avoid being caught so far by immediately bailing for a rooftop the instant I log in, but I have a feeling that I'm only going to be lucky for so long - I've had separate instances where I've disconnected while disembarking at a signal source, and logged back in to find a scavenger standing right there and drawing on me so it's only a matter of time before the same happens with a guard, and I'm not exactly going to be pleased to be sent to a detention facility purely because the game refuses to stay connected.
If you log in at a settlement with illegal stuff in your backpack, a current bounty, or other "dangerous" situation you should be moved outside of the settlement PoI. This is already the case if you experience a disconnect during a conflict zone.
