Its an anti troll mechanic. Imagine someone blocking your docking bay ransoming you for access? Would that be fun? No. Hence, if they do, they get pew pew'ed. Givng fines wouldn't work since said trolls would probably be the guys who have exploited to the max and have 1 gazillion creds and don't care, just want to see someone QQ. :) Ofourse they will find some other way, but at least we can dock in peace.

Oh, and it also clears out the silly NPCs who get stuck.
 
Hear hear! There's a squintillion light years to park in - if you're slotblocking then you jolly well deserve to get reamed out.
 
I do know of a precedent for this in the real world.. Sort of.

If you work for Royal Caribbean cruise line, it is a sacking offence to throw a cigarette end over the side of the ship. If you work for a company that is contracted by them and do the same, your company will lose the contract without compensation.

This disproportionately severe punishment means that an otherwise casual anti social behaviour is stamped out, and requires minimal enforcement. It works well.
 
Completely agree. Plus all previous Elite's have been known for how cold and unforgiving the law is in space.

It is good they take the most rational stance towards irrational behaviour so early, where others would somehow believe in the non-existing virtues of virtual people for some odd reason.
