Just want to share a method for Power Play that you can earn Merits and not get wanted by the system. Just a fair warning that I’m not devoted to any of the Power Factions. I just want their special gears on the 4th week. This is NOT an exploit. This is a legit way to gain Merits and not killing too many credits[except for rebuy, restock, and repairs].

Well, lets get started.
1) Do the Pledge – After you pledged to your Power Play Faction candidate. Now here’s the important part before you head out. Power Play Factions stays together with their Major Faction. For Example, Imperials sticks together. Denton Patreus, Arissa Lavigny-Duval, Zemina Torval, and Aisling Duval’s factions are neutral with each other. You can see this kind of information indicated when you're charging up you FSD to another system.

2) Gear up – Setup your ship for Fuel Scoop, Frame Shift Drive Interdictor, and lots of firepower. If you have room for a fighter bay that will be good too[extra guns are handy]. **Optional: If you want to collect Materials while you're blowing stuff up then throw some Cargo Racks on your ship and Collector limpets.
3) Head for an enemy faction’s [Anarchy]Control System – [Anarchy]Exploited System will not work to earn Merits. Yes, I’ve tested it. You can find accurate information on the EDDB – Elite Dangerous Database https://eddb.io/system . You can cross check with your Galaxy Map Filter in Government[check only Anarchy and the rest checked off].
4) Start Hunting[Know Your Target] – Make sure you shoot the right targeted faction support groups. Do Not Shoot On Site on your/other neutral Power Factions[even though “HOSTILE” is indicated in your GUI]. As result, you will be punished by your power play faction by means of your earned merits be taken away and/or not earn any merits at all.
Here are the following Power Play Candidates and their support ships.
5) Turn in Merits – Return to the nearest Faction’s Controlled System that you've pledged to turn in Merits. Remember to do this before Power Play Cycle ends or all that work will be nulled.
6) Repeat #4 and #5 until reach Rank 3 [750 Merits]. Should take no longer than a session to complete the third-week cycle of Power Play. As soon as the fourth-week hits…go buy your new toy and enjoy.
