What happened to the long haul missions? - (not passengers)
To inform the newer pilots, a few years back, there was a glitch in the BGS a few years back meant Sothis and Ceos mission board's wanted pilots to transport goods(the naughty kind) to their nearest counterparts, which were way back in the bubble. This became a gold-rush event as the MissionBoard math multiplied the task by the distance, so, it was a lot of cash and easy to stack.
It naturally got nerfed. But every now and again we see it in threads about Robigo (passenger) or the Sothis Smuggling run, because a lot of players did enjoy the activity and people wanted these long haul runs back in the game to spice up standard delivery missions and to have "drop-off" points in more challenging scenarios or having to pass through a dangerous area.
There are similar activities but they are not quite the same, namely Passenger Missions, Community Goals, and station repairs.
Event Bubbling - Inversing the Mission Board function.
Missions are based around the player visiting a faction which will have missions based upon their current location and their state and the system's overall state.
The actions they want are localized. So if a system has Outbreak / Famine again it's the local mission board that has the missions and not the inverse where the same factions in another system, wants to help out or (depending on faction type and state) so a neighbouring system with a "nice" faction might a helping hand if they are in a boom state, and then you have the power-play and super-power, that should be the ones alerting pilots in other systems to deliver goods to the affected stations.
