We went ahead and secured cheat transport ships like 2-3 years before they become useful. That's how proactive the Alliance is.

As above, if you're looking for a good place to outfit then Hight Tech isn't always the way. I found a Courier somewhere in the 'south' of Sirius space, but that was a long time ago and I guess the borders may have shifted since then.
Well, basically I'm looking for a place to eventually purchase and outfit my fleet, potentially including a iCutter before too long. For the most part, they're all where I want them to be, but every now and again, I need to change something out and it's frustrating when some station has a C and A class warrant scanner, but not the B that I'm looking for lol.
The OP wants "Empire-aligned", which limits the options somewhat.
Galactic map says Kamito fits the bill; unfortunately, the system has been taken over by the Traxus Industries player faction, and they're not Empire-aligned. The Harm system is likewise mostly out of Empire control, being taken over by a local anarchist gang except for the most remote outpost, which has outfitting but no shipyard. I couldn't spot another one on the Galactic map, so I'd venture to say that unless the Empire has likewise secretly taken over someplace, there isn't one.
CMDR Apos may be pleased to hear that just last night I dumped a truckload of exploration data at 78 Ursae Majoris just so I could get the Alioth permit and grab myself a discounted Orca. When passenger missions become a thing, I'll now be ready.

We're working on Kamito! I believe 109 Piscium fits the bill? Yen Nu as well. Yen Nu has Courier and Clipper.

Yeah I should of checked the System view. Martin is right here OP. Apologies. It says on system view that the controlling faction is Independent.
