Newcomer / Intro Looking for Anarchy ++ or +++ settlement to practice base assault

Hi,
since I'm pretty new to any base assault action, but would like to try for fun and data scanning, I'm looking for a practice target without the crime and punishment implication.
Found this reddit threat https://www.reddit.com/r/EliteDangerous/comments/4mc1qp/high_security_settlement_list_modified_embedded/, but all the bases listed as "anarchy" in there are now in non anarchy ownership. (more than a year old).

Also checked several Anarchy systems, but every time the base that I wanted to attack was in the hands of some non-anarchy minor fraction.
Can anybody point me the way to a right spot for that?

Thanks, but I must admit I haven't been able to extract any information on settlements out of eddb. Only stations and planetary bases (where you can land). I tried EDPathFinder, which is pretty cool, but also does not have any information about the "legal" status of settlements.
 
Then you have to rely on the system map info. You can see the owner of the base, and in the info tab you can find out which government type the faction is.

The problem here is that every faction has its own jurisdiction around the stations/bases they own. Anarchy system means that the ruling faction is anarchy type, but that doesn't apply around stations owned by someone else.
 
Thanks, did it that way and found a ++ anarchy base in Segestani. Base assault did not go as I expected though. But I think I'll post my questions to that in another thread.

Only to scan the datapoints and get encoded data for Engineering. (yes, I know by now that there are bases where you can do it without a fight)
 
Anything to give some variation to the GRIND...

And finaly there are actually the few "Tipp off" Missions, that you find in your inbox and which might send you to some planetary restricted base for scanning.
