Well, you could ask in chat, but that's a bit of a long shot
I'm sure it is like most things where we use offline resources. All of the needed information is in the game, but it requires having memorized all of the required parameters and possibly having personally visited the system in question to have all that information available to you. There's nothing in the game that requires offline resources...but it's a heck of a lot faster to use them.
WISE 0855-0714 is the closest I believe, but they do change sometimes. There is no large pad there by the way, but there is an interstellar factors.
Are they linked to any particular system state? I'm guessing not, but always worth asking 
There are criteria, one being low system security, but it's not just that, it has something to do with the ruling faction's type as well I believe, but I can't remember which types can/can't have a comp nav apart from the obvious ones (democracies no, obviously).
We chose Bolg as a home partly because of the stable comp nav. What we can;t figure out is why some weeks we have IF, and other weeks we don't. The compnav has never changed yet though (since August last year that I know of)

IIRC there is one near Jupiter or Saturn.

You get a lot of wanted NPCs, including lots of Deadly and Elite ranks. Good for your combat experience and rank progression.
